-.',.

""0"''''---..

June 20, 1994
Page 2

)

.

larger reservoir would be desirable; however, 10 million
gallons is probably the maximum affordable size with the
$320,000 loan. We will re-evaluate these costs during the
Feasibility Report to determine if that amount is still valid
to the existing site.

We would suggest a water depth for the new reservoir of 15
to 18 feet to reduce the surface area and resultant problems
with algae growths and aquatic weeds. At 15 feet deep, the
square reservoir would have inside dimensions of 370 ft. x 370
ft. At 18 feet deep, inside dimensions would be about 325 x
325. It is probable that the reservoir will have to be lined
with a layer of clay; however, there does appear to be some
clay material on-site. It may be possible to expand the
reservoir at a later date, either by enlarging the reservoir or
by building a second reservoir adjacent to the proposed new
reservoir.

J

The use of the proposed site is obviously contingent upon
approval from the Colorado state Land Board. It is also
contingent upon verifying subsurface conditions through
additional test pits. We still have received no communication
from the State Land Board representative (Bill Killip). Bill
Green stated that he would make an effort to contact Bill
Killip directly; however, if nothing happens, we may vant to
attend the state Land Board meeting in Gunnison in July, and
certainly the Norwood meeting in August. The other option is
for a representative from the Norwood Water commission to
contact the head of the state Land Board directly to see if we
can get some action.

SCOPE OF ENGINEERING SERVICES

The information provided in each chapter of the report
~^' vYI using the CWCB guidelines is outlined below: - .

~IV ~ 1. This chapter will
? yr Z include a brief description of the overall project,
f ,including information on location, climate, history of
, _AIJ"V previous development, operational procedures and
1,~fW I I similar information. We will also need to prepare a
~ project map which shows the location of the proposed
r;;X a,U reservoir and the project are to be served.

3A' Chapter II = Description of the Governinq
~ Orqanization. This will include a history of the
Norwood Water Commission, the laws under which it is
organized, description of the powers and authority of
). the organization, financial status (including a
financial statement for the most recent years), and
