RE: Proposal for Feasibility R~port for CWCB Loan

Dear Members of the Board,

As you may know, the staff of the Colorado Water
Conservation Board has apparently prepared a contract for the
$320,000 low-interest loan, which is to be used for
constr~ction of a new reservoir. Contract administration for
the project has apparently been taken over by Bill Green in
their Denver office. I don't know Mr. Green's exact title;
however, he was the Project Man~ger for the San Miguel report
and is quite familiar with the ~rea. In a recent telephone
conversation he informed me that Norwood would have to prepare
a Feasibility Report before the Contract could be signed and
the loan funds released. Although the 1991 preliminary
Engineering Report provided information on the proposed
reservoir, CWCB requires that We use their specific format. In
addition, the sites described in the earlier Preliminary Report
do not include the proposed site. CWCB would like more
specific information on the site and more detailed information
on the proposed design.

The purpose of this letter is to outline our proposal to
prepare the Feasibility Report as required by CWCB. The
specific requirements for a standard Feasibility Report. are
covered in pages 17 through 27 of their Guidance Manual (copies
enclosed). Some of the information required in the CWCB
guidelines will not be applicable to your project, i.e.,
information on irrigated land, details on canals and spillways,
etc. We will use as much information from the 1991 Preliminary
Report as possible. For example, Chapter IV of the CWCB
guidelines requests information on water requirements, water
rights and water quality. A substantial portion of this we can
take from the earlier report; however, we it will have to be
updated, expanded and rearranged.

The Feasibility Report will be based upon construction of
a 10 million gallon earthen reservoir at a site west of the
water treatment plant. This will result in a combined total of
20 million gallons of storage ~vailable to Norwood. It is
probable that the reservoirs will have to be refilled at least
once during the winter, particularly as growth occurs. A
