Rybus has been meeting with Greeley-Loveland officials to
try to coordinate this work with some planned construction by the State
Parks System and State Highway Department which would require that they take
the level of Boyd Lake down. He said the City would encourage them to pump
irrigation water from Boyd lake to lower the level as much as possible,
because this would aid in lowering construction costs.

The staff hopes that this work can be done in the Fal I of 1986, because Lake
Loveland is currently the sole source of supply to the Boyd Lake Plants and
the City water system cannot operate without these plants in the summer
months should a chemIcal spil I or other occurrence make Lake Loveland water
unusable. It was noted that financing details need to be worked out for
this project because it may be unadvisable for the City to attempt to issue
bonds again Tn 1986 after refinancing bond issues in 1985.

Motion was made by DavId Clarkson and seconded by Richard Boettcher to
authorize the staff to continue to proceed with the design of the Boyd Lake
Water Treatment Plant Improvements. Motion was carried unanimously.

Mr. Boettcher reiterated previously expressed reservations about expanding a
treatment plant in the city of Loveland, with the city growing around it,
but agreed that this is the most feasible alternative for Increasing the
water supply to Greeley at this time.

*******

Mr. Morrell said that the Water and Sewer Department staff will soon begin
its 1986 rate study, and will be bringing this information to the Board.

Mark Rybus noted that Greeley's water use exceeded 7 bill Ion gal Ions In 1985.

Mr. Ruyle asked about the status of the Water Rights and Operation Study.
Mr. Rybus said the City staff and Pubi ic Service Oompany will be meeting in
February In regard to selecting a consulting firm to develop the water
rights information.

Mr. trbrrell said that there is an Item on the January 7th City Counci I
agenda for appropriation of funds to hire an engineering firm to do an
investigation Into the costs of repairing the Gold Hil I Reservoir roof and
walls. He said the staff is continuing to try to negotiate a settlement
with ARIX.

* * * * * * *

There being no further Items for
5:01 p.m.

(=-'

,,---.----
Peter A.
