This Should enable the plant to meet permit <br />conditions with no problems. Mr. Hawkins noted that there has been a <br />substantial decrease In odors at the plant. <br /> <br />7. STATUS REPORT ON HIGH MOUNTAIN DAMS <br /> <br />Eric Wilkinson gave a report on the work performed on the City's slx high <br />mountain reservoirs in 19A5. He said that plans for the Milton Seaman <br />spillway rehab!1 itatlon work progressed to the final desIgn phase and the <br />documents should be forwarded to the City for staff review in the immediate <br />future. The cost of this work is estimated at $870,000. Mr. Wilkinson also <br />outl inad repair work to Barnes Meadow Reservoir which began this year. This <br />work includes outlet repairs, replacement of the outlet stili Ing basin, and <br />installation of a toe drain. The cost for these repairs Is estimated at <br />S88,000. The staff does not intend to fi II Barnes ~-1eadow In 1986, and will <br />attempt to obtain approval from the Federal Government to drain this <br />reservoir entirely in order to perform a complete investigation of the <br />structure. Other reports were as follows: Peterson Lake Dam--The staff <br />does not Intend to fil I Peterson Lake this spring. A feasibility study <br />should be performed on rehabil itation of this structure. Mr. Rybus said <br />there is a possibl' ity that funds may be obtained from the r~'orado Water <br />Conservation Fund for 50~ of the cost of this study, and the staff plans to <br />pursue this option. Comanche and Hourglass Reservolrs--These dams are to be <br />operated at reduced storage levels In 1986 because of seepage problems. <br />Twin lakes Dam--No storage was held in this lake In 1985 and no storage is <br />planned until the outlet can be repaired or replaced. This Is not a high <br />priority Item, because the capacity of this dan Is only 278 acre feet. <br /> <br />Mr. Rybus said that the construction wIndow has been very short for the last <br />two years between the time When the reservoirs are drained In the fal I and <br />the heavy snowfall occurs, but that a great deal has been accomplished in <br />the time the crews had to work. He said that the City wit I be trying to <br />work with Irrigation companies, the City of Fort Collins, and/or the River <br />COmmissioner to try to recoup as much water as possible when reservoirs need <br />to be drained for Investigation and construction work. There was a <br />discussion concerning maintaining these reservoirs in the future versus <br />exploring possibil ities for the sale or exchange of some or all of the <br />structures. Mr. Rybus said that, if the City decides to continue using the <br />reservoirs into the future, the structures should be brought to a condition <br />where they can be utilized for storage year-round at their maximum <br />capacity. Mr. Farr noted that the results of the ongoing Poudre River study <br />could have a tremendous Impact on management of the City's water rights In <br />the future. There is a possibility that all .the storage could be moved <br />downstream. The results of this study wi II not be known for a year or <br />more. ~1r. Farr also mentioned the possibllttyof selling the high mountain <br />reservoirs and acquiring CAT water to replace the water rightsa The City's <br />total water storage capacity is 12,642 acre feet. Mr. Rybus said the value <br />of the high mountain dams is that they are in place and the City has decrees <br />for them, and it Is very unlikely that any new dan sites will be developed <br />in this area. <br /> <br />The Board members directed the staff to explore the possibil ities for the <br />sale or exchange of some or all of the high mountain reservoirs. <br /> <br />8. PRESENTATION OF BOYD LAKE PLANTS RAW WATER SUPPLY AND TREATMENT <br />PRELIMINARY DESIGN STUDY <br /> <br />Mr. Rybus said that, at the August 1st Water and Sewer Board meeting, the <br />Board gave the staff permission to enter Into a contract for design of the <br />Boyd Lake Facil ities.
