<br />~'. <br /> <br />~ ";e <br /> <br />. <br /> <br />. <br /> <br />RECORD OF PROCEEDINGS <br /> <br />WATER-SEWER BOARD MEETING <br /> <br />July 9, 1987 <br /> <br />Chairman Farr called the Water-Sewer Board meeting to order on Thursday, <br />July 9, 1987 at 3:08 p.m. in the City Council Chambers, Civic Center. Complex, <br /> <br />1. ROLL CALL <br /> <br />Present at the meeting were Board members: We De Farr, Richard Boettcher, <br />Elmer Rothe. David Clarkson, and Water Board Attorney Bill Bohlender. Also <br />present were City Manager Sam Sasaki and Assistant City Attorney Jed Caswall. <br />From the Water and Sewer Department were Director Mark Rybus and staff <br />members. Representing W. W. Wheeler and Associates, Inc. were Mr. George <br />Fosha and Mr. Bill Sappington. <br /> <br />2. APPROVAL OF MINUTES <br /> <br />A motion was maoe by Davio Clarkson and seconded by Elmer Rothe to approve the <br />minutes of the meeting of May 7, 1987 as presented. The motion was carried <br />unani mous ly. <br /> <br />3. APPROVAL OF AND/OR ADOITIONS TO AGENDA <br /> <br />The agenda was approved as presentede <br /> <br />4. CONSIDERATION OF SETTING THE CASH EQUIVALENT RATE IN LIEU OF WATER <br />RIGHTS EXCHANGE <br /> <br />A motion was made by Richard Boettcher and seconded by David Clarkson to set <br />the cash in lieu of water rate at $1,000 per acre foote The motion was <br />carried unanimously. <br /> <br />5. CONSIDERATION OF AUTHORIZING THE STAFF TO ENTER INTO AN AGREEMENT <br />WITH MORRISON-KNUDSEN ENGINEERS TO DESIGN REHABILITATION REQUIREMENTS <br />FOR COMANCHE DAM AND RESERVOIR, AND TO ENTER INTO A CONTRACT WITH THE <br />COLORADO WATER CONSERVATION BOARD FOR A LOW INTEREST LOAN FOR THE <br />PROJECT <br /> <br />Mr. Rybus explained that the staff was requesting authority to proceed with <br />the repairs identified in the feasibility study performed in 1986. The State <br />Engineer has restricted operation of Comanche Dam to g~ge height 27 because of <br />seepage conditions and sand boils which appear when that level is exceeded. <br />This results in a storage loss of 960 to 980 acre feet of water. Along with <br />the operating restrictions. the State Engineer has informed the City that an <br />adequate spillway must be constructed by 1990e The State Engineer's current <br />interpretation of an adequate spillway is one large enough to handle the <br />probable maximum precipitation of that area. The estimated construction cost <br />of such a spillway is approximately $508,000. Mr. Rybus said the staff is <br />recommending that the proposed corrective measures, with the exception of the <br />spillway, be designed. and that, at the same time. an incremental damage study <br />like the one previously done at Seaman Reservoir be performed on Comanche. <br />The incremental damage study compares the downstream damage estimates of <br />probable maximum precipitation with and without a dam failure. It is felt <br />that the additional damage caused by a dam failure at Comanche would be <br />negligible; and, if the State Engineer accepts those findings, the capacity <br />requirement for the spillway could possibly be cut in half, which could result <br />in a cost savings of $250,000 to $350,000. <br /> <br />The estimated cost of the design is $80,000, and this project is currently <br />ranked No.1 on the State's priority list for 50% funding at 5% interest for <br />25 years. Mr. Rybus said it is very important that the City proceed with this <br />project as soon as possible in order to maintain its position on the State's <br />priority list and also to meet the repair deadlines imposed by the State <br />Engineer. If no action is taken at Comanche Dam, it is felt that the State <br />Engineer would not allow storage in this structure. This would mean that <br />
