Hourglass Reservoir is one of the <br />main sources of winter water for the Bellvue Plant. <br /> <br />A motion was made by Richard Boettcher and seconded by Oavid Clarkson to <br />authorize the staff to enter into an agreement with Morrison-Knudsen Engineers <br />for design of the rehabilitation requirements and performance of an <br />incremental damage study at Comanche Dam and Reservoir. The motion was <br />carried unanimously. <br /> <br />A motion was made by David Clarkson and seconded by Elmer Rothe to authorize <br />the staff to enter into a contract with the Colorado Water Conservation Board <br />for a low interest loan for the Comanche Dam and Reservoir project. The <br />motion was carried unanimously. <br /> <br />6. PRESENTATION OF THE MUNICIPAL CONSUMPTIVE USE STUDY <br /> <br />Mr. Rybus explained that the City has initiated water use studies in an effort <br />to change the decreed use of acquired agricultural water rights to municipal <br />use through Water Court~ and allow use of the water rights to be optimized. A <br />legal consultant was hired in 1985 to advise the City on the legal way of <br />approaching the water rights studies. In 1986, the City entered into a <br />professional services agreement with W. W. Wheeler and Associates for a three- <br />phase study. The first phase was water rights analysis, and it was further <br />" B <br /> <br /> <br />epresentatives of W. W. Wheeler were present to <br />r. Rybus said that the other studies will be presented to <br />the Board as final drafts are completed. It may be necessary to have special <br />meetings or workshop sessions to review these studies. <br /> <br />George Fosha of W. W. REPORT ON THE GOLO HILL REPAIR PROJECT <br /> <br />John Gauthiere gave a slide presentation on the work that has been performed <br />on the Gold Hill Reservoir. He said that the major high expense activities <br />were complete as of June 22nd. The City Council has passed a resolution <br />authorizing the Law Department to initiate litigation on behalf of the City to <br />recover repair expenses and damages. The Law Department has issued a demand <br />letter to the original construction contractor's bonding company, and will <br />pursue litigation if a response is not received within 30 days. <br /> <br />* * * * * * * <br /> <br />Mr. Ryhus said the staff has done some preliminary planning for the annual <br />Water-Sewer Board tour, and asked if the members would be interested in <br />visiting the high mountain reservoirs some time in August or September.
