<br />Ill' <br />, <br />= <br /> <br />. <br /> <br />:I <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />* <br />.. <br />.. <br />II <br />.. <br />.. <br /> <br />'-' <br /> <br />EXHIBIT C <br /> <br />PLAN OF STUDY <br /> <br />Section 1: Study Objectives <br /> <br />The objectives of the Grand Mesa Water Conservancy District Study are to <br />evaluate and determine the relative fea.sibility of various means of augmenting t~e <br />irrigation water supplies of the Surface Creek basin near Cedar edge, Colorado. <br />The alternative methods of increasing the water supplies in the basin will include <br />one or a combination of the following: <br /> <br />1, <br /> <br />Improving the operation and management of the existing water rights <br />diverting from Surface Creek. <br /> <br />2. <br /> <br />Providing storage in the Surface Creek basin at the Cactus Park or other <br />suitable reservoir' site utilizing the District's conditio.naf water rights to <br />provide supplemental and/or replacement water supplies for exchanges. <br /> <br />3. <br /> <br />Importing supplemental and/or replacement water supplies for exchanges into <br />. , . <br />the Surface Creek basin from excess flows in t,he Muddy Creek basin via the <br />Overland Ditch and Reserv'oir System. <br /> <br />Th~ end product of .the study will be a feasibility report to the CWCB, <br />CRWCD and GMWCD summarizing the assumptions, investigations, findings and <br />evaluations made in studying the above alternatives. The report will contain our <br />conclusions and reco'!lmendations regarding'the relative viability and merits of the <br />alternatives studied for use by the CWCB, CRWCD and GMWCD in planning the <br />future directio~ of ' the Project. <br /> <br />Section 2: The Work Plan <br /> <br />Our proposed approach to the study is substantially in accordance with t,he <br />three-step procedure outlined in the RFP.
