Since Una <br />is senior in priority to Webster Hill, Webster Hill could not capture <br />any flows until the Una Reservoir was full, if Una were actually <br />bui It. <br /> <br />It does not appear likely at this point that Una will actually ever <br />be constructed any time in the foreseeable future. The Colorado <br />Water Conservation Board has completed a detailed feasibil ity study <br />of the Una Reservoir Project, and the project is currently "on-the- <br />shelf." If the Una Reservoir is not built, then all else being <br />equal, the Webster Hill Reservoir will always be entitled to capture <br />its full 20,000 ac-ft, even in a critical dry year under Scenario III <br />development conditions. <br /> <br />. <br /> <br />Simil arly, water avail abi 1 ity to Webster Hi 11 Reservoir is <br />significantly affected by minimum stream-flow standards. If minimum <br />stream-flow requirements are not imposed, as the U.S. Fish and <br />Wildlife Service has indicated, then Webster Hill Reservoir can <br />capture its full 20,000 ac-ft under any circumstances. Webster Hill <br />Reservoir could then be filled in a critical drought year under <br />Scenario III development conditions, even if Una Reservoir were <br />built. <br /> <br />F. SlJIoIARY <br />The Webster Hill Reservoir is likely to be entitled to capture a full <br />20,000 ac-ft every year, even under maximum development conditions, <br />unless Una Reservoir is built. If the Una Reservoir is built, <br />Webster Hill Reservoir will still be able to capture 20,000 ac-ft in <br />every year except in a critical dry year, and then water availability <br />to the project will be constrained only if two drought years occur in <br />succession.
