.

.

three (3) borings In the potential borrow areas, The permeab11lty of the right
abutment' w11l be examined by pressure testing or by fa111ng head tests to
determine If a seepage problem exists, Smith Geotechnical w11l be on site during
all drilling and sampling to direct the taking of and examination of the soli and
rock samples.

Samples of the soils w111 be obtained from the borings and laboratory tests
. w11l be conducted on selected samples to determine the strength and permeab11lty
characteristics of the soils and rocks at the site.

Our plan Is to obtain enough physical Information to allow us to make
sound engineering decisions concerning the safety and stab11lty of the existing
structures. The'less we leave up to chance and the less we have to assume, the
better evaluation we can provide with a greater chance of providing economically
feasible solutions and alternatives. It Is our experience that the cost of projects
Increase greatly when thorough Investigations are not performed. Sound and cost
effective 'engineering usually does not result from sketchy Investigations,

The second area of emphasis Is the financial portion of the report.
Chapters VI. VII. and VIII all address the financial aspects of the project.
These chapters Include the determination of the cost of the various alternatives
proposed, the economic feaslbll1ty of the alternatives (I.e" benefit versus cost),
and the evaluation of the financial Impact the project w11l have on the Trlnchera
Irrigation Company. This section Is Important to the Colorado Water Conservation
Board, and wl11 be used to determine whether they w111 fund the construction
project. ,It 'Is Important that the Trlnchera Irrigation Company provide Input to
this portion of the project to ensure a proper evaluation Is made of their worth,
their financial position. and the benefit the additional water provides,

The remainder of the feaslb11lty study contains general Information about
the project site.. the water rights, the land Irrigated, and the use of the water.
'I'hls Information Is general In nature and Is usually a reproduction of known
Information, and records maintained by the Irrigation company and the State
Engineer., ,

,
,

FEASIBILITY STUDY COST

We propose to provide the services required to provide an acceptable CWCB
Feaslb111ty Study of Mountain Home Reservoir and Dam as outlined above for a
LUMP SUM COST of $ 38,650,00, A breakdown of the specific costs are Included
In the FEE SCHEDULE provided herein,

PROJECT COST

The total project cost was estimated based on the Information provided In
the following studies conducted by Davis Engineering,

'1. "Preliminary Engineering Report, Mountain Home Reservoir, Spillway
Improvements", by Davis Engineering, i"ebruary-September. 1986

Mountain Home Reservoir Proposal
Page 3
