<br />, <br />, <br /> <br />. <br /> <br />. <br /> <br />j <br />,I <br /> <br />Study of Mountain lIome Reservoir that will examine the problems, provide <br />alternate solutions, and estimate the costs of the solutions, This will allow the <br />Trlnchera Irrigation Company to make a qualified decision concerning the future <br />of the reservoir and the direction which best fits the needs and the financial <br />resources of the Stockholders, The Feasibility Study proposed wlll be directed <br />toward securing funds through the Colorado Water Conservation Board to fund the <br />rehabilitation of the Mountain Home Reservoir dam and spillway. <br /> <br />SCOPE OF SERVICES <br /> <br />The scope, of services proposed will follow those outlined In the "Guide- <br />lines" llsted by the Colorado Water Conservation Board for feaslblllty reports. <br />The scope of work wlll be directed to provide all Information required In the <br />eight chapters listed In the "Guidelines", <br /> <br />In conjunction with the guidelines listed by the CWCB, any, additional <br />concerns or ,direction required by the Trlnchera Irrigation Company wlll also be <br />Incorporated. The Information relevant to Chapter VII, PROJECT EVALUATION <br />will especially be planned to Include any specific direction required by Trlnchera <br />Irrigation Company. This section provides the evaluation which determines a <br />benefit to cost type evaluation and provides the foundation for determining the <br />direction which should be followed. 'j'hls Is the area that will be the most <br />sensitive to specific Information that can only be provided by the Company based <br />on Its past history, their knowledge of the system, and their specific vision of <br />what the future direction will be, <br /> <br />The' speCific Scope of Work and the estimated costs associated with the <br />"Feaslblllty Study" are provided In the following Section. A general schedule Is <br />also provided In a later section to Indicate the overall length of time required to <br />take a project such as this from feasibility stage through construction. This Is <br />provided so the Trlnchera Irrigation Company can plan appropriately. <br /> <br />We have placed our major emphasis In the study on Chapter V, PLAN OF <br />DEVELOPMENT. This section provides the engineering, geologic, and hydrologic <br />evaluation of the project and drawings of the proposed alternatives. In this <br />chapter, the dam and spillway will be evaluated to determine the structural <br />Integrity and any changes that need to be made, <br /> <br />To accompllsh this the project site will be Investigated visually and <br />physically prior to the engineering studies being conducted. The Investigations <br />proposed wlll be conducted by Smith Geotechnical, Terracon Consultants, and <br />Earth Science Associates. Smith Geotechnical will provide all planning and <br />direction for the Investigations and will visually Inspect the site and dam, <br />Terracon Consultants will provide the drllllng, sampling, and testing of the <br />subsurface materials. Earth Science Associates wlll provide the geologic <br />evaluation of the site based on existing reports and a visual Inspection of the <br />site;" <br /> <br />The subsurface Investigations by Terracon will Include drllllng at least two <br />(2) borings through the main dam, four (4) borings In the spillway area, and <br /> <br />Mountain Ilome Reservoir Proposal <br />Page 2 <br />
