The estimated total return flow from <br />agricultural, municipal, and domestic supplies was 7500 acre-feet annually. <br /> <br />Minimum Streamflows <br />The operation studies were conducted under the assumption that minimum <br />streamflow bypasses would be required on certain stream reaches in order to <br />obtain federal permits for project construction. There are two stream <br />reaches which may be involved in such a requirement. The first reach would <br />include the North Fork of the White River from the point of diversion <br />downstream to the confluence with the South Fork. The second reach would <br />begin at the confluence of the North and South Forks and continue downstream <br />to Piceance Creek. The assumed minimum flows are 120 cfs and 200 cfs, <br />respectively. If natural flows are less than these values, the natural <br />flows will govern. It was also assumed that there would be some flexibility <br />in meeting these minimum flows, especially during a below average runoff <br />year. <br /> <br />Simulation Criteria' <br /> <br />Operation studies were made of the originally decreed Yellow Jacket water <br />rights using the direct flow diversion on the North Fork as well as storage <br />at Lost Park and Ripple Reservoirs. Those studies established the base <br />condition, or the amount and timing of storage which could be accomplished <br />under the present YJWCD water rights. Operation studies for the three <br />alternative plans were carried out using the constraints identified in the <br />base condition. <br /> <br />Base Condition <br />The base condition was quantified through the use of an accounting system <br />that traces monthly volumes as they are either diverted, bypassed, stored, <br />or released. The following steps outline the general sequence utilized in <br />conducting the simulation. The description of the steps also indicates the <br />criteria or assumptions used. Reference is made to Figure V-I for the <br />locations of the YJWCD water rights within the basin and in relation to <br />other water right holders. <br /> <br />V-7 <br />
