operational steps are as follows:
Reduce the South Fork flow by the Stillwater senior conditional right
of 70 cfs. - This right is senior to the 1966 YJWCD right and wi 11 not
be available to help meet downstream senior absolute water rights.

Satisfy downstream absolute demands using the South Fork flows. The
remaining flows from the South Fork, after Step 1, are applied first to
satisfy the downstream senior absolute rights.

Satisfy remalnlng downstream demands from the North Fork. There aye
no rights on the North Fork which are senior to the Yellow Jacket
right. When there is insufficient water to meet downstream mainstem
senior demands from the South Fork, all or portions of the North Fork
flow must be bypassed. When water is needed from the North Fork to
meet senior demands, it is first drawn from inflow below the decreed
YJWCD diversion point. If the senior demands are not met, water would
next become available from above the YJWCD diversion point but below
the reservoirs, and finally, from flows above the reservoirs.

Supply Yellow Jacket diversion demands. - When the senior rights are
met in steps 2 and 3, the YJWCD rights have priority on the river for
diversion or storage of any or all water available at the decreed
locations of diversion and storage points. The first priority is to
meet Yellow Jacket demands with the remaining river flows at the YJWCD
diversion point.

Release from storage to satisfy Yellow Jacket demands. -

If the supply

water must be released from storage. The releases were carried out
under the following criteria:
a) First release from Ripple Reservoir.
b) If there is insufficient water left in Ripple, release from
Lost Park.
