STATUS REPORT ON 27TH AVENUE SEWER PROJECT

Mr. Rybus said this is the first project in the infrastructure rehabilitation
and repair program that was discussed at the last capital improvements program
presentation. This project was scheduled to be done in 1991, but was started
in 1990 because the Public Works Department initiated a storm sewer project in
the same area. It was decided to combine these projects to obtain lower
costs, and to minimize the effects of construction activities to the area
homes and businesses.

Wastewater Operations Manager Frank Stephens presented the 5-year schedule for
sewer rehabilitation. He said that four projects have been scheduled for
1991, and that the rehabilitation work will be funded from the Capital
Replacement Fund. The 27th Avenue Sewer Project consists of replacing
congested, undersized trunk sewer lines between 11th Street Road and 16th
Street. A parallel sewer line will be installed in the area between 13th and
16th Streets. Mr. Stephens said the amount budgeted for this project was
$186,500. Because it was combined with the storm sewer work, the bid price
was $125,629. The contractor, Tierdae1 Construction, mobilized on
December 17th, but hasn't been able to lay sewer pipe because of the cold
weather. The contract period for this project is 120 days.

Mr. Stephens said that design has begun on the three other sewer
rehabilitation projects which are scheduled for this year, and they will be
advertised as a single contract around the time the 27th Avenue Sewer is
completed.

8. STATUS REPORT ON BELLVUE FLOC/SED BASIN COVER

Water Operations Manager John Gauthiere stated that the basin needs to be
covered to facilitate the coagulation process during periods of cold weather.
The soils investigations have been completed, and it was discovered that a
drilled pier caisson foundation system will be needed because of the depth of
the bedrock in the area. Mr. Gauthiere said that, even with these additional
costs, the project is well within the bUdgeted amount of $470,000. The
caissons will be started within the next few days, and the project should be
completed by Apri 1 1st.

9. END-OF-YEAR RAW AND TREATED WATER REPORT

Water Resource Manager Nancy Munns gave a report on the 1990 water yield, use,
and projected carryover into 1991. She said the City's total water yield is
very stable from year to year because the supply consists of a mix of native
and CBT water. The total yield for 1990 was 49,593 acre feet, the total use
was 44,706 acre feet, and the carryover into 1991 will be approximately 7,581
acre feet. Ms. Munns said the City should be in good shape for the next
season. It was noted that the snowpack is around 80% of normal at this time.
