'~

.

.

Water-Sewer Board Meeting
January 3, 1991

Page 3

10. CONSIDERATION OF WATER SERVICE AGREEMENT WITH THE TOWN OF LASALLE

Mr. Rybus stated that, in November, the Water-Sewer Board received a letter
from the Town of LaSalle requesting that Greeley present a proposal for
providing treated water to them. The Board requested that the staff develop
prices for their consideration, and that these numbers be consistent with any
offer that would be presented to the City of Evans.

Mr. Rybus proposed that the water treatment and delivery cost be $1.04 per
1,000 gallons, and that LaSalle provide raw water at a rate of 115% of the
amount of treated water delivered to them. LaSalle has indicated that they do
not have sufficient raw water to meet this requirement, and Mr. Rybus proposed
a surcharge which they can pay to Greeley until they accumulate the necessary
water supplies. This surcharge would be set at 20 cents per 1,000 gallons at
the initiation of an agreement and progress to 30 cents per 1,000 gallons by
1994. After five years, the terms for provision of raw water will be
renegotiated. The proposed plant investment fee for new taps up to 4 inches
in size would be 50% of the inside Greeley fee. All taps over 4 inches in
size would be negotiated.

The Mayor of LaSalle has requested that Mr. Rybus present Greeley's proposal
at their Town Board meeting on January 8th. Mr. Rybus asked if he had a
consensus from the Water-Sewer Board on this proposal, and stated that any
agreement would also be subject to City Council approval.

A motion was made by Richard Boettcher and seconded by Julianne Haefeli to
authorize the staff to advance with the proposal to the Town of LaSalle. The
motion was carried unanimously.

11. LEGAL REPORT

Mr. Bohlender reported that he has filed a conditional decree in Water Court
for approximately 10,000 acre feet of additional water in Seaman Reservoir.
He said the staff is in the process of selecting a firm to perform a
feasibility study on enlarging this reservoir.

12. DIRECTOR'S REPORT

Mark Rybus stated that 8 billion 58 million gallons of water were produced in
1990, which is a slight increase from the previous year. 524 meter
conversions were also completed in 1990. 2.93 billion gallons of wastewater
were treated, which was a 3.3% increase from the previous year.

Mr. Rybus also reminded the Board members of the Colorado Water Congress
Annual Convention to be held on January 17th and 18th. He said the Board of
Directors of the Central Weld Water District would like to get acquainted with

~
