Farr called the Water-Sewer Board meeting to order on Thursday,
January 3, 1991 at 4:02 p.m. in the City Hall Community Room.

1. ROLL CALL

Present at the meeting were Board members: W. D. Farr, Richard Boettcher,
Julianne Haefeli, Kim Lawrence, Robert Ruyle, and Water Board Attorney Bill
Bohlender. From the Water and Sewer Department were Director Mark Rybus and
staff members. Also present was Finance Director Tim Nash.

2. ELECTION OF CHAIRMAN FOR 1991

A motion was made by Robert Ruyle and seconded by Richard Boettcher that W. D.
Farr be elected to serve as Chairman of the Water and Sewer Board for 1991.
The motion was carried unanimously.

3. APPROVAL OF MINUTES

A motion was made by Richard Boettcher and seconded by Kim Lawrence to approve
the minutes of the meeting of December 6, 1990 as presented. The motion was
carried unanimously.

4. APPROVAL OF AND/OR ADDITIONS TO AGENDA

The agenda was approved as presented.

5. CONSIDERATION OF SETTING THE CASH EQUIVALENT RATE IN LIEU OF WATER
RIGHTS EXCHANGE

A motion was made by Robert Ruyle and seconded by Julianne Haefeli to set the
cash in lieu of water rate at $1,200 per acre foot. The motion was carried
unanimously.

6. CONSIDERATION OF AN OFFER TO PURCHASE 50 UNITS OF CBT WATER

This water was offered to the City by Mr. John Wilken, who owns land in the
western section of Greeley, at a price of $1,400 per unit. Mr. Rybus said
that, to his knowledge, this water was not under contract to another buyer.
He noted that, in the past, the Board has not purchased water from similar
offers unless it was under contract for sale outside the immediate area, or
unless it was offered at a very attractive price.

A motion was made by Robert Ruyle and seconded by Richard Boettcher to have
the staff notify Mr. Wilken of the Water-Sewer Board's policy and their desire
to keep the water in the district, and to ask him to resubmit the offer to the
City if he receives an offer from an outside Greeley-Loveland system buyer,
The motion was carried unanimously.
