The Health Department would also be responsible for issuing <br />any discharge permits for dewatering operations. A separate application <br />describing the quantity and quality of the proposed discharge is required. <br /> <br />Portions of the proposed pipeline route may be within the right-of-way <br />of the County Road Department. A road cut permit would be required before <br />a pipeline could be installed in this right-of-way. An application to the <br />Archuleta County Commissioners is necessary before a road cut permit could <br />be issued. <br /> <br />4.3 ENVIRONMENTAL CONSTRAINTS <br /> <br />Very little site specific information is available on environmental <br />constraints that may affect construction of a dam on Snowball Creek. <br /> <br />An archaeological survey of cultural resources (Archaeological <br />Consultants, 1984) was conducted as part of the geotechnical investigations <br />of the dam site. The survey covered approximately 30 acres involved in <br />test pit excavation, drill holes and the access road to the test pits. Two <br />minor isolated finds consisting of small, tertiary flakes of obsidian were <br />identified. A literature search of other archaeological investigations in <br />the area indicate that portions of the project area had previously been <br />surveyed in 1974 in conjunction with the Laughlin Park Timber Sale (Weber, <br />1974). However, the survey was only a Level II survey which noted two <br />archaeological sites in the vicinity of the proj ect area. Their exact <br />locations were not recorded. <br /> <br />Following is a direct excerpt from the 1984 study: <br /> <br />"Two Isolated Finds were observed and recorded in <br />. <br />conjunction with this survey. Areas within the proposed <br />project area which were located along the perennial <br />tributary of Snowball Creek were thoroughly examined in an <br />attempt to relocate Weber's reported sites. Apparently the <br />archaeological sites observed by Weber are located further <br />upstream out of the area to be impacted by this undertaking. <br />No other surface evidence of significant archaeological or <br />historical resources was found at the proposed project area <br /> <br />4-2 <br />
