<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1. <br /> <br />The summer irrigation season extends from May 20 to September <br />30. <br /> <br />2. <br /> <br />Summer demands on the mainstem San Juan, which are senior to the <br />project, include all adjudicated senior decrees, minus an <br />allowance for return flows, plus a continuous demand of 150 cfs <br />to meet potential Indian reservation claims under the "Winters <br />Doctrine". Absolute decrees above the gage are assumed to <br />operate as they have historically, and their depletions are <br />reflected in the gage recorded readings. Conditional decrees <br />above the gage which are senior to 1967 are subtracted with an <br />allowance for return flow. <br /> <br />3. <br /> <br />The summer demands on Turkey Creek senior to the proj ect are <br />effectively 46.5 cfs of absolute, single purpose, irrigation <br />rights on the Snowball Ditch. The senior decrees of the Straun, <br />Cummings, and the Turkey Creek No. 2 Ditches are met from inflow <br />below the Snowball Ditch point of diversion. <br /> <br />4. <br /> <br />Winter demand on Turkey Creek senior to the project is limited <br />to the approximately 2.2 cis of domestic rights in the Turkey <br />Creek No. 2 and Strawn Ditches. An allowance of 2 cis for <br />winter stock water in the Snowball Ditch has been included, <br />although there is no recorded water right for such use. Winter <br />diversions were first recorded in 1975. When inflow below the <br />Snowball Ditch is less than the domestic rights as in April and <br />October, the water available at the Snowball Ditch for project <br />diversion is reduced to meet these demands. Table 3.4 <br />summarizes the recorded average historic diversions for the <br />years 1971 through 1980 and the potential senior demand at the <br />headgate of the Snowball Ditch: <br /> <br />3-12 <br />
