They assume a continuous diversion
of 46.5 cfs from the 20th of May through the end of September.
On an annual average, they are approximately 2.5 times the historic
diversions.

3.7.3 Procedure and Results

The water rights investigation was performed on a monthly basis, using
the Lotus 123 spreadsheet computer program for the historic period 1960
through 1980. The model subtracts senior demands from the calculated
virgin flows at the Snowball Ditch point of diversion for each successive
month. The ditch is assumed to have been enlarged sufficiently to just
carry the 30 ds 1967 decree in addition to the historic Snowball Ditch
decrees. Thirty cfs flowing continuously for one month provides a volume
of approximately 1,815 acre-feet. Any water available for diversion to the
project in excess of 1,815 acre-feet remained in Turkey Creek. No
diversions were made to the project from November through March, regardless
of whether any water was available for project use. End of month storage
in Snowball Reservoir was determined by adjusting the previous end of month
storage to reflect the allowable inflow from Snowball Ditch and the
projected ultimate demand by Pagosa Springs as identified in Chapter 2.

3-13
