Mainstem San Juan decrees were unchanged. These studies <br />showed that, for the assumed worst case, there could be a maximum of 22 <br />consecutive months when project water could not be stored. For the most <br />probable case, or incorporating the 30 cfs right into the proj ect, that <br />period was cut in half. Continuing studies that have been performed <br />following the reconnaissance report, have examined combinations of the <br />following conditions: <br /> <br />1. Indian winter demands assumed senior to the project. <br />2. Only historic diversions on Turkey Creek assumed senior to the <br />project. <br />3. Only the oldest Snowball Ditch decrees of 14 cfs assumed senior <br />to the project. <br />4. Storage shortages made up by direct diversion from the San Juan <br />River. <br />5. Snowball Reservoir used only to make shortages in diversion from <br />the San Juan River (consider the river as the primary source). <br />6. Consider all Snowball Ditch decrees fully developed (Snowball <br />Reservoir a:;; the sole source of supply for the Town of Pagosa <br />Springs). <br /> <br />These various runs show that for years of average or greater than <br />average runoff, there is adequate project water, regardless of the <br />assumptions made. The period that determines reservoir size is the 1977 - <br />1978 season, when there would have been practically no water available to <br />the project during the summer irrigation season. This would be true <br />regardless of whether full or partial utilization of the Snowball Ditch <br />senior decrees was assumed. With the knowledge gained from these <br />preliminary runs, the criteria for the final run, as presented in Section <br />3.7.2, were adopted. <br /> <br />Operating Criteria <br /> <br />The criteria adopted for the final operating run are as follows: <br /> <br />3-11 <br />
