<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Fairffeld/Pagosa occupancy varies from 2,400 people (May - September) <br />to 1,700 people (October - April). PAWSD anticipates a ten percent annual <br />growth through 1990 and five percent annually, thereafter. The maximum <br />anticipated population is 45,000. Current water use averages 120 gallons <br />per capita per day (gpcd). The PAWSD recently purchased a 17.88 cfs, <br />junior water right on the San Juan River to firm-up existing water rights. <br />The PAWSD has sufficient water rights to support a population of 45,000 and <br />has several water supply options, some of which are outlined below: <br /> <br />1. <br /> <br />Pump out of the San Juan River. This is the preferred alternative if <br />Fairfield/Pagosa agrees to initially develop the land closer to the <br />San Juan River. This will decrease the initial investment cost <br />because the water supply system could be constructed in phases. <br />Present plans are to pump raw water to a treatment plant located about <br />300 feet above the river. Water could then be gravity fed to the <br />lower areas. <br /> <br />2. Share the cost with Fairfield/Pagosa to pump raw water to Pinion <br />Reservoir. PAWSD would then pump to the existing treatment plant <br />site. <br /> <br />3. Construct Martinez Dam or a similar. smaller reser'J'oir. Although <br /> <br />Martinez Creek is an intermittent stream, PAWSD owns the senior right. <br />The reservoir inflow could be supplemented by the Dutton Ditch <br />extension which was recently approved by the Forest Service. Four <br />Mile Creek could also be diverted to the reservoir. <br /> <br />4. Contract with the Town of Pagosa Springs to purchase water. If a <br />reservoir on Snowball Creek were built, treated water could be sold to <br />PAWSD. This would require pumping and construction of a larger <br />transmission pipeline to serve PAWSD. <br /> <br />All of the foregoing options have uncertainties related to the Indian <br />water rights situation and Fairfield's projected development. <br /> <br />2-2 <br />
