<br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2.0 WATER DEMANDS AND POPULATION PROJECTIONS <br /> <br />2.1 <br /> <br />POTENTIAL PROJECT PARTICIPANTS <br /> <br />To properly size a reservoir, it is necessary to determine the storage <br />capacity required by each potential participant. As part of this study, <br />potential participants were contacted concerning their need for water, <br />their proposed water supply and development plans, and whether their needs <br />should be included in the feasibility study. Earlier studies identified <br />several other potential participants in addition to Pagosa Springs, who <br />could benefit from construction of a joint-use storage facility. Since the <br />Town of Pagosa Springs would be responsible for payment of a project, only <br />those participants interested in firmly committing to construction of a <br />joint-use facility were considered in the reservoir sizing. Based on the <br />studies documented in this section, only Pagosa Springs and Archuleta Water <br />Company are considered proj ect participants for developing new reservoir <br />storage. The responses of the potential participants are summarized in the <br />following paragraphs. <br /> <br />Fairfield/Pagosa is a separate, recreation-oriented, housing <br />development located west of Pagosa Springs. This development is served by <br />the Pagosa Area Water and Sanitation District (PAWSD). Collection <br />facilities are fed by two reservoirs, Hatcher and Stevens. The water is <br />then treated at a package treatment plant. There is no interconnection <br />between PAWSD and Pagosa Springs. Negotiations are underway for Pagosa <br />Springs to buy what is called the "West Loop" of the Archuleta Water <br />Company which is the location of the interconnection to Fairfield/Pagosa. <br />Fairfield/Pagosa anticipates continued expansion of housing and <br />recreational facilities over the next 15 years. <br /> <br />Jack DeLayne, manager of the PAWSD provided the following information: <br /> <br />PAWSD has sufficient raw water supplies and treatment facilities to <br />meet its needs until 1987. A master plan for the District's water supply <br />is currently being prepared by Davis Engineering Service, Inc. <br /> <br />2-1 <br />
