PAWSD's preferred alternative is to <br />develop the area closer to the river and construct the water supply <br />improvements in phases. Since PAWSD has not made a firm commitment to <br />purchase water from Pagosa Springs if Snowball Reservoir should be <br />constructed, PAWSD demands were not included for reservoir sizing purposes. <br /> <br />The Wolf Creek Valley Ski Resort is currently in the design stage. <br />The company ultimately plans to be a year-round destination resort <br />community featuring skiing, golf, and other recreational amenities. The <br />development will be phased over a 30-year period. The development is <br />contiguous to the southern boundary of Mineral County and lies along both <br />sides of U.S. Highway 160 and the San Juan River. Initial water supplies <br />will come from two surface wells and surface water rights. Total <br />development calls for approximately 2,900 dwelling units with densities <br />ranging from 1 to 30 units per acre (PRC 1984). The Wolf Creek Valley Ski <br />Resort could not be served directly by a reservoir on Snowball Creek, but <br />storage water could be purchased to augment the wells and initial surface <br />water rights. <br /> <br />Adam Poe, who represents Westfork Investment, Ltd. (Westfork) , which <br />owns the ski resort, was contacted for information on the resort's long <br />range development plans. The augmentation plan for the ski resort was <br />approved by the water court in November, 1984. Adequate water rights exist <br />for the ski resort, but Westfork owns other properties downstream of Pagosa <br />Springs that may require water in the distant future. No time table for <br />development exists for these properties since the current emphasis is on <br />construction of the ski resort. Based on this information, developments by <br />Westfork were not included for reservoir sizing purposes. <br /> <br />Since the issuance of the reconnaissance study, another ski resort <br />called the East Fork Joint Venture Ski Resort (East Fork) has been proposed <br />on the East Fork of the San Juan River. East Fork's only interest in water <br />from a reservoir on Snowball Creek would be for augmentation purposes. <br /> <br />2-3 <br />
