<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />4.0 TOWAOC MUNICIPAL IMPROVEMENTS <br /> <br />Both the 1987 Senate Bi 11 27 that appropri ated project fundi ng and the Ute <br />Water Ri ghts Sett1 ement refer to the Towaoc Pi peli ne Project wi thout bei ng <br />specifi c on the extent of work requi red for the Towaoc di stri buti on system. <br />The contract for thi s feasi bil i ty report requi res i denti fi cati on, eval uati 011, <br />and priority recommendations of possible improvements within the Towaoc <br />distribution system. The scope of work for the feasibility study specifically <br />requires that a preliminary plan and cost estimates be preoared for facilities <br />to serve a number of residents near the Mancos River in the southern portions <br />of the reservation, about 10 miles south of Towaoc. <br /> <br />The scope of work for this component of the feasibility study also calls for <br />model i ng of the di stri buti on system to all ow eva 1 uati on of flow and pressure <br />conditions, both under existing conditions and with potential improvements. <br />While these specific components of the feasibilitv study have been <br />accomplished and are discussed herein, there has been no definitive budgetary <br />figure set for expenditures for the possible Towaoc imorovements. <br /> <br />In thi s analysi s we have assumed that the $6,000,000 state appropri ati 011 is <br />available to cover the total construction cost of the pipeline and municipal <br />improvements costs, and associ ated engi neeri ng costs. Under such a premi se, <br />the financial resources available for the municipal improvements will be a <br />function of the final cost of the pipeline construction, engineering services <br />for design, right-of-way acquisition, and construction management. In this <br />chapter, cost summaries are presented to illustrate what level of potential <br />improvements coul d be constructed without an adt1i ti onal appropri ati on. The <br />oro[losed Towaoc muni ci pal improvements eval uated in thi s chaoter have '>een <br />deve loped in consul tati on wi th the Tri be's enqi neeri nq representati ve, the <br />Tribe's planning department, the State, and the Tribe's water system ooerators. <br /> <br />The municipal water system master plan preoared in 1985 by Chapman and <br />Associates was reviewed in detail, and many of the recol111lent1et1 actions of that <br />investigation have either been implemented prior to this time or are includet1 <br />in components of improvements considered in this report. <br /> <br />4-1 <br /> <br />1062c <br />
