MWC is willing to allow the Towaoc <br />line to be constructed within their right-of-way easements and to help acquire <br />additional easements in exchange for sharing the transmission capacity of the <br />Towaoc line for about 10 miles. Physically, it is possible to a"o'~ an <br />additional 0.5 cfs for the first 15 to 20 years of operation without creating <br />any shortage at Towaoc. Such arrangements woul d requi re doubl e meteri ng to <br />separate Cortez and MWC water. Si nce much of the MWC 1 i ne is a1 ready wi thi n <br />county I"oad ri ght-of-way, there does not appear to be a si gnifi cant advantage <br />to this '1rrangement. <br /> <br />Regional fire districts have sUQgested that the Towaoc pipeline be fitted with <br />5 to 8 fire hydrants at locations next to county roads. This could oossibly <br />improve the fire insurance classifications in these areas and could result in <br />lower insurance rates for individuals along the way. Cost estimates will be <br />made of this feature that has received positive attention with fire districts <br />and others near Cortez. <br /> <br />The cost compari sons of Secti on 3.10 refl ect the factors menti oned above in <br />relation to time of construction, cost of installation, and cost of <br />right-of-way between the alignment alternatives. <br /> <br />3.9 Permits and Approvals <br /> <br />Prior to initiation of construction, there are a number of permits that must <br />be obtained. In the previous section, the right-of-way along state and county <br />roads was discussed. In each case, the final alignments would need to be <br />formally submitted to state and county official s to request and document a <br />permit. Other county permits will be required for general construction, <br />opening or expansion of gravel pits, or for use of explosives for blasting in <br />rock excavation areas. <br /> <br />App1 icati on for 404 permi ts or permi t exempti on wi 1 1 need to be made to the <br />Corps of Engineers for two components: 1) for the McE1mo Wash crossing, and <br />2) for clearance from any major wetland impacts if low lands, marsh lands, or <br />swamp 1 and are di sturbed. It is our opi ni on at thi s time that both permits <br />can be readily obtained for conditions along either Alignment A or R. <br /> <br />3-40 <br /> <br />l060c <br />
