It is estimated that about 200 <br />service connections of either gas, water, or telephone would be intercepted <br />along Alignment B. Each of these presents a risk and liability to the <br />contractor, who must account for the damage potenti a1 wi th hi gher insurance <br />costs, higher unit installation prices, and longer construction time. <br /> <br />In many cases, especially along the State Highw'lY, traffic control would be <br />required to either block the road or allow only single lane traffic throuqh <br />active construction areas. This is an additional cost for construction a10nq <br />roadways. <br /> <br />The ground conditions along the edges of county roads are far from ideal <br />constructi on sites for excavati on of pi pe trenches. Frequently they are the <br />only interceptor ditches for return flows from adjacent irrigation, and are <br />continuously wet or flowing with water. <br /> <br />At locations where the pipeline crosses under paved county or state roads, it <br />woul d have to be bored and jacked under the pavement. At some of the more <br />remote county 1 ocati ons it may be possi 1:>1 e to excavate through the roadway <br />section. <br /> <br />It is the Engineer's oplnlon that right-of-way easements can be obtained along <br />Alignment A with the cooperation of local county officials, with good <br />information, and fair practices put forth during negotiations. During this <br />acquisition process, adequate explanations should be made of the deoth of t~e <br />line, anrl of the cOlll11itments of the construction contractual provisions to be <br />used to ensure oroper recl amati on of the surface area. There have been <br />numerous cross-country pi pel i nes traversi ng r~ontezuma County and gross reports <br />will surface of negative aspects of other pipeline projects. A direct, <br />informative, fair, and honest approach is mandatory. <br /> <br />Discussions have been held with the Montezuma Water Company (MWC) that serves <br />the rural areas to the North, East, and Southeast of Cortez.
