The alignments proposed are not in
prominent vegetative areas or where there are known sites of archeological
significance. A large portion of the alignments on the Reservation will be
along the same route presently used for the main supply line from the existing
pumping station. While application and clearance will need to be made with
the Tribe and the Bureau of Indian Affairs (BIII.), supported by environmental
impact analysi s from BIA regi stered archeol ogi sts, pl ant and wil dl He
consultants, and other environmental specialists, it is not expected that
delays or alignment modification would occur in that reach.

Approval s for the desi gns, fi na1 e1 ell1ents in the constructi on contract, and
components of the right-of-way acquisition activities on the project of
various representatives of the Tribe, the CWCR, and other state agencies will
be required. This will especially apply to the contractual agreement covering
construction.

3.10 Cost Estimates

3.10.1 Cost Basis

Although this report is called a feasibility report, the cost estimates are to
a level of detail somewhat below most definitions of feasibility grade. The
short time frame which has limited geotechnical exploration and field
alignment surveys, and not allowed potential right-of-way problems to be
evaluated, dictate contingencies higher than might normally be used on a
feasibility estimate.

Extensive discussions have been held with pipe supoliers and with other
agencies who have recently designed and accepter! bids on pipelines. The
estimated pri ces uti 1 i zed for the supoly of the pi pe have been sol i ci ted from
and received in wr'iting from a variety of pipe suppliers. The estimates are
termed budget estimates, as they have not been based on actual layouts or
written specifications.

3-41

1060c
