The point of origin of the pipeline is the Cortez Treatment
P1 ant. Ouri ng such time that the agreement for treati n9 the water is in
effect, the pi pel i ne wi 11 be connected to the water 1 i ne bei ng fed by the 2
mi 11 i on gallon water tank about 1000 feet south of the treatment p1 ant. At
this point on the system, the instantaneous flow and total volume delivered
will be metered.

If the Towaoc pipeline is ever converted to a raw water line, a bypass around
the Cortez treatment plant will be required. This bypass could be installed
now, or it could be provided at the time that treatment is terminated. If the
bypass were installed now, it should be sealed off so there is no possibility
for inadvertent operation. A pressure reducing system will also be required
in connection with the bypass system.

The treated water initially flows into a 2,000,000 gallon Cortez water tank.
The next component of the project is the pipeline itself. Subsequent sectio~s
of this reoort will present the alignment alternatives, pipe-type
alternatives, and sizing of the pipeline. The pipeline will have a numher of
drains and air release valves along the way, which are dependent on the
vertical alignment. The primary controls for operation will be the va1ving
system located near the terminal storage tanks at Towaoc.

The pipeline will have valves along its length to allow operational iso1atio~,
if required, for repair or maintenance. Such in-line valves will be located
in conjunction with drains that will allow draining portions of the line. The
line will be installed with the necessary bends, anchorages, carrier pipe, and
embedment at special waterway, road, or other development crossings in tight
spots.

At the terminal end, near Towaoc, the pipeline alignment will be selected so
as to allow discharge into either the existing 650,OOO-gal1on tank, the
existing, but out of operation, 1,000,000-gallon tank, or a new upper level
tank that could be constructed as part of this project.

3-2

l060c
