<br />I <br />I <br />I <br />i I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I 2 - <br />I <br />II <br />I <br /> <br />a - Seepage along the downstream toe of the dum possibly affectin~ <br />dam stability. <br /> <br />b - Irregular crest, both elevation and width. <br /> <br />c - Sloughing of upstream slope. <br /> <br />d - Trees and vegetation on upstream slope. <br /> <br />e - Inadequate riprap protection on the upstream face. <br /> <br />f - Rodent activity in the embankment. <br /> <br />g - Leaking outlet structures. <br /> <br />h - Inadequate emergency spillway. <br /> <br />On May 23, 1979, a storage restriction was issued restricting the <br /> <br /> <br />storage 1n the reservoir to a water level of 3 feet below the emergency <br /> <br /> <br />spillway. The restriction is in effect until the deficieneies noted above <br /> <br /> <br />are corrected and reduce the total available storage to about 420 AF <br /> <br /> <br />(see Figure-II, page 53). A copy of the letter is enclosed in Appendix-C. <br /> <br />During the preliminary phases of the feasibility analysis, WRC person- <br /> <br /> <br />nel inspected the dam and reservoir on several occasions and confirmed the <br /> <br /> <br />deficiencies identified by the State Engineer's Office. However, an hydro- <br /> <br /> <br />logical analysis and spillway evaluation study previously performed by WRC <br /> <br /> <br />(Reference-3) verified that the existing spillway was of adequate capacity <br /> <br /> <br />to pass the inflow design flood without overtopping the dam. Subsequently, <br /> <br /> <br />a detailed investigation of the embankment and foundation was undertaken to <br /> <br /> <br />better define the problems and alternative solutions. The results of these <br /> <br /> <br />investigations are presented in the following sections. <br /> <br />Geologic Investigations <br /> <br /> <br />Eight test borings into the embankment and foundation were made on <br /> <br /> <br />January 12, and January 21, 1981. The information gathered included field <br /> <br /> <br />classification of soils, Standard Penetration Tests, and water levels. <br /> <br />-17- <br />
