The Association submitted an application for <br />funding to construct the raw water portion of :l rural domestic water system_ The CWCB <br />considered the request at the November 25, 1996 meeting, and then rescheduled the loan for <br />consideration at the January 29, 1997 meeting to allow time for a feasibility srudy to address <br />several issues: <br /> <br />1. Whether the Federal Clean Water Act would allow a rural domestic water system, <br />when the individual lot owners must treat their own water. <br /> <br />2, Potential overlap with the Pine River Irrigation DistrictlVallecito Water Company <br />rural domestic system, both of which would be receiving some funding from the CWCB, <br /> <br />3. 404 permitting for construction of the diversion on the Florida River, and the issue <br />of new depletions in the basin. <br /> <br />4. The specific rate schedule (tap fees and monthly water rates), which will be necessary <br />to pay for operation, maintenance, capital replacement, and debt service on the CWCB <br />loan. <br /> <br />5. Conceprual designs and an engineering cost estimate for the project <br />
