(Updated February 7, 1997) <br />January 29, 1997 <br /> <br />2 <br /> <br />The CWCB approved a $5,000 grant to the PMRCA to fund the feasibility study for the project. <br />The CWCB memo of November 25, 1996 is attached. <br /> <br />PMRCA has taken action to address the above issues. They have contracted with Wright Water <br />Engineers to conduct a feasibility study, to be substantially completed by January 29,1997. <br />Wright Water will coordinate with contractors who will provide conceptual plans and a cost <br />estimate for the project. The Scope-{)f Work for the feasibility study is attached, explaining all <br />issues being addressed. <br /> <br />PMRCA has discussed the project with CWCB staff, and their engineer, and has decided to <br />revise the project. They now plan to construct a raw water system for the service area, <br />essentially resolving issues 1. and 2. above. <br /> <br />PMRCA requested a loan in the amount of $150,000, at the November 25, 1996 CWCB <br />meeting. This represented 75% of the estimated total project cost of $200,000. The cost <br />estimate is being updated as part of the feasibility study, and will be available prior to the <br />January 29,1997 CWCB meeting. The exact dollar amount of the loan request will be <br />established prior to January 29, 1997., <br /> <br />DISCUSSION <br /> <br />The new system will provide the residents with raw water. The water can be used for irrigation <br />of up to 1 acre, fIre protection, and other non-potable uses. <br /> <br />The residents will still need to obtain potable water from other sources, such as from local wells <br />or by hauling water. However, the need to haul water will be greatly reduced with a separate <br />raw water supply. This will save money, and help offset the monthly cost of the new raw water <br />service. <br /> <br />If the Pine River Irrigation District/Vallecito Water Company eventually provides service to the <br />Pinion Mesa Ranches area, residents could still take advantage of this service for potable water, <br />This would eliminate entirely the dependency on area wells, or the need to haul water. <br /> <br />There are approximately 32 landowners in the service area for the Pinon Mesa Ranches Water <br />association. There is a potential for 52 separate lots, if the existing larger tracts are divided into <br />40 acre parcels, including 7 existing lots which are 10 acres in size. 20 memberships have been <br />sold at an initial subscription price of $200. There are currently 13 houses within the service <br />area. The specifIc rate schedule and tap fee schedule are being developed as part of the <br />feasibility study. <br />
