On October 21, 1982, the Bootleg Reservoir Dam was inspected by a member
of our Dam Safety Branch in accordance with Colorado Revised Statutes 1973,
37-87-107, relating to the safety of dams.

A copy of the report resulting from this inspection is enclosed for your
information and use. Please direct your attention particularly to the Conclu-
sions and Recommendations. These sections summarize our field engineer's
opinion of the conditions observed during this inspection.

As can be seen from the report, many of the recommendations involve need~
ed maintenance including: removal of developing brush and trees from the
upstream slope; initiation of a formal rodent control program to prevent
rodent damage to the dam; providing a safe, adequate cover for the wet well;
and periodic maintenance on and cycling of the outlet gates to assure their
continued operability.

The following recommendations are emphasized because of their importance:

1. A uniform crest eleyation should be established across the length of
the embankment. This will maximize spillway capacities and prevent
concentrated overtopping through low areas of the embankment crest.

2. Should the low area in the southwest portion of the reservoir basin
act as a spillway, flows from the Boxelder Creek drainage would be
diverted into the drainage channel to the west of Bootleg Reservoir.
Diversion of flood flows raises the question of liability for damages
caused by the diverted water, a question which should be discussed
with your attorney.
