Hilliams also completed hydraulic design of the spillway and outlet works for
the Big Sandy Dam and Reservoir, and the engineering analysis for consideration
of lesser spillway design on Van Bibber dam in Arvada. This latter study was
submitted to the Colorado State Engineer and included an evaluation of dam
failure using the "DAI1BRK MODEL" of the National Heather Service.

11r. Hilliams has worked with many hydrologic models, including the Unitgraph
Method of the USBR, the Flood Flow Frequency Ana 1ysi s of the ,later Resources
Council, the HEC series of the Army Corps of Engineers, the Colorado Urban
Hydrograph Procedure-S, the Soil Conservation Service's TR series, the EPA's
Storm l;ater f1anagement Model (SHMM), the DAMBRK Model of the National ;Ieather
Service. He has used the models frequently and has established contacts in each
of the agencies for assistance when models must be manipulated to accurately
reflect actual conditions.

Responsibilities for coordination of all surveying services on the project will
fall to Bryan Clark. Mr. Clark has 11 years of surveying experience in the Rocky
~lountain region. For the last 8 years, he has been in responsible charge of a
surveying business or department with responsibility for manY~"different project
types. He has managed and served as party chief on all types of land surveying
projects, including boundary surveys, right-of-way surveys, photo control work
for aerial topographic mapping, and mapping by field methods. In addition, he
has extensive experience in design and construction surveying for roads, bridges,
water lines, storm and sanitary sewers, gas and electric utilities, drainage and
flood control facilities, and site development projects involving grading, curb
and gutter, streets, utilities, building layout, and drainage.

Recent projects managed by Mr. Clark include a right-of-way survey along 4.5
miles of the South Platte River in connection with a rechannelization project and
design and construction surveying for a $2 million drainage and park facility in
the Denver Tech Center.
