<br />, <br /> <br />Even though Construction Alternate Three is the least expensive to construct, <br /> <br />it is the most unreliable, based on the past experience of other Western Slope <br /> <br />communities that have derived their source of water from wells. <br /> <br />The recommendation in this report is that a modified Construction Alter- <br /> <br />nate Number One be considered. This would involve the construction of a raw <br /> <br />water transmission line estimated to cost $444,000; the updating of the present <br />treatment facilities estimated to cost $8,000; and, the rehabilitation of the <br />existing settling ponds estimated to cost $27,000. The total of the estimated <br /> <br />construction costs of a modified Construction Alternate Number One is $479,000. <br /> <br />It is estimated that 50 percent of the construction costs could be borrowed <br /> <br />from private financing over a twenty year period at 7~ percent interest at <br /> <br />an annual repayment of $23,493. The balance of the required funds could be <br /> <br />borrowed from the Colorado Water Conservation Board over a thirty year period <br /> <br />at a 3 to 5 percent interest rate. With a 3 percent interest rate an annual <br /> <br />repayment of $12,219 would be required. The total of these two payments <br /> <br />would be $35,712. Approximately 16 percent, or $312,924, of the sales tax <br /> <br />revenues generated over the next twelve years would be required to finance <br /> <br />the repayment of these water bonds. <br /> <br />None of the above estimated construction costs included the cost of <br /> <br />obtaining a good low priority water right out of Brush Creek. The expanded <br /> <br />filtering capacity of the present treatment plant would require a water right <br /> <br />of 3.08 cfs of water. Based on the 1975 records when the town was 100 per- <br /> <br />cent metered, it was determined that 0.16 cfs of water was required for every <br /> <br />100 domestic water taps. <br /> <br />With the problems that the town of Eagle has experienced with its dis- <br /> <br />tribution system, raw water transmission line, and water treatment facility, <br /> <br />it is recommended that steps be taken to secure financing and engineering <br /> <br />design for a modified Construction Alternate Number One.
