The Right-of-Way will be acquired from the BLM. In order <br />to obtain Right-of-Way from the BLM a SF-299 . Application For Transportation and Utility <br />Systems and Facilities on Federal Lands. must be prepared and submitted for approval. The <br />application requires a detailed legal description of the R.O.W. area, project description, alternatives <br />considered, reasons for selecting the proposed alternative, and description of potential impacts on <br />populations of fish, wildlife, plant, and marine life. An Environmental Assessment (EA) to review <br />the area for archaeologic and paleontologic resources is normally conducted by the BLM. <br /> <br />5.4 Design Considerations <br /> <br />The design considerations for construction of an alternate tunnel to the Plateau Tunnel include <br />selection of a vertical and horiwntal alignment, design of a typical cross-section, design of the <br />temporary and final lining, pipe hydraulic considerations, connections to existing pipeline and <br />geologic considerations. <br /> <br />After careful examination of tunnel site geology, two general alignments were selected for <br />evaluation and cost estimating purposes. It should be noted that these proposed alignments are <br />typical tunnel alignments and cross sections. During the hydraulic study and design phase, the most <br />feasible alignment and cross section will be selected depending on the overall transmission system <br />hydraulic, design and construction requirements. The proposed tunnel alignments are: <br /> <br />Alil!nment A: This alignment will begin from a point approximately 850 ft down the ridge <br />from the existing Plateau Tunnel east portal as shown on Figure 5.1. This alignment will <br />proceed southwest at an upland grade of approximately 1.5 percent from the entrance portal <br />to the existing west portal of Plateau Tunnel as shown on Figure 5.2. The length of this <br />alternative is approximately 3,050 ft. <br /> <br />Alil!nment B: This alignment will start on the east side at the same point as Alignment A <br />and will run approximately 3,050 ft at a downgrade of approximately 1.6 percent to a west <br />portal which is located approximately 650 ft northwest of the existing Plateau Tunnel portal <br />as shown on Figure 5.3. <br /> <br />Other options were evaluated initially and eliminated from further consideration.
