The inability of the existing crest <br />raise sections to meet accepted factors of safety under usual and unusual loading conditions is <br />primarily a result of our assumption of no bond at the contact between the existing crest raise <br />sections and the original dam, Our observations and evaluations of this interface suggest that the <br />bond at this joint is inconsistent at best, and should not be relied upon for stability of the existing <br />crest raise sections. <br /> <br />1.2 STUDY OBJECTIVE <br /> <br />This report presents the results of investigations of dam safety modifications to DeWeese Dam, <br />Specifically, design concepts, analyses results, and estimated project costs are presented for the <br />rehabilitation of the upper l2-foot-high crest section of the dam, The principal objectives of the <br />study were to: <br /> <br />I, Develop technically feasible concepts for modifications to the upper portion of <br />the dam to resolve the identified dam safety concerns; . <br /> <br />2. Develop opinions of probable construction and project costs for two dam safety <br />modification alternatives; <br /> <br />3. Present a qualitative assessment of a third, "no-action" alternative, including no <br />d~ safety modifications; <br /> <br />4. Identify and present qualitative assessments of significant permitting issues <br />relative" to development of the project; <br /> <br />5. Develop a proposed project implementation plan and a plan for project financing; <br />and <br /> <br />6. Prepare this report in accordance w,ith Colorado Water Conservation Board <br />(CWCB) guidelines as part of the Company's application to the CWCB for partial <br />project funding, <br /> <br />1.3 PREVIOUS STUDIES <br /> <br />Previous studies performed by GEl concerning the evaluation of DeWeese Dam include: <br /> <br />- I, ' Safety Evaluation of DeWeese Dam, near Westcliff, Colorado (December 19, <br />1994) [2]. A preliminary evaluation of the dam was completed.
