Currently we are anticipating that the Draft
Environmental Impact Statement will be made available for public comment in October
of this year and that the final EIS will be published in the spring of 2002 with a Record of
Decision and 404 permit to be issued by the Army Corp. of Engineers by mid-2002.

If the following schedule holds, the District would anticipate starting construction of the
Reuter-Hess Reservoir and all ancillary projects in the spring of 2003.

Permitting

To date, a Use by Special Review has been approved by Douglas County for the
Reservoir and ancillary facility sites.

As outlined above, the District must first receive approval of its EIS, a Record of
Decision and a 404 Permit from the Army Corp. of Engineers. In addition to this
approval, the following permits/approvals must be obtained:

Approval of the main dam and diversion dam construction drawings by the State
Engineers Office.

Approval of site improvement plans by Douglas County.

Storm water/construction run-off and air quality permits by Colorado Department of
Health.

Parker Water & Sanitation District
Rueter-Hess Reservoir Feasibility Study
August 2001
