The intake facilities and gravity line to the water treatment plant site should be
upgraded as needed. The present 12-inch line has adequate capacity for long-
term (but not ultimate) development. At a later time, a decision must be made
whether to increase the 12-inch line size, or to install a booster pump at the
treatment plant site. If the development rate does not require extra capacity until
about 2050 (approximate estimated life of the 12-inch CIP) then replacement with
a larger pipe would be logical; before that time, a booster pump would be most
economical.

. A replacement line from the plant site to the reservoir should be installed.

. A pumping station at the operating reservoir and transmission line will deliver
water to Cooley Reservoir.

. A pumping station at Cooley Reservoir will be used to return stored water for use
(through the same pipeline).

c. Water Treatment

. The present plant should be upgraded and expanded to 1.0 MGD capacity.

. At a later time, and depending on location of future development (water
demands), a decision can better be made as to the choice of expansion at the
existing site, or construction of a second plant below Cooley Reservoir.

D. Water Distribution

. The present base pressure zone should be retained. Additional storage and
transmission capacity should be added, as dictated by growth.

. A high pressure zone, with a "blue line" (highest service elevation) of about 6200
feet should be established when demand south of Morrison makes this
economically feasible.

7O-<)80.035,MSTR-PLN IV-2
