I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

SECTION IV

CAPITAL IMPROVEMENTS PROGRAM

MASTER PLAN

An optimum master plan for development of the Morrison water utility has been formulated,
based on the analyses presented in Section III. In general, all future capital improvements
should be designed in conformance with the Master Plan. The plan is illustrated in Drawing
IV-A.

Following is a summary of the principal features of the Plan.

A. Water Source.

. The Town water rights, with adequate storage, can support approximately 1,475
EQR; some additional taps may be served if the Town supplies water to the Red
Rocks Centre and water rights are furnished by the Centre - and if a recycled
treated wastewater system is used for irrigation of the Centre.

. The Morrison study service area could develop to higher densities (than 1,475
EQR). Therefore, a future development will likely be limited by water availability
- as it is unlikely that other water rights in the Bear Creek Basin, yielding
significantly more quantity, can be purchased.

. Utilization of all water rights results in ultimate system flow design criteria, i.e.:
Diversion capacity - 4.45 cfs
Required storage capacity - 600 acre-feet
Diversion rate to Cooley Reservoir - 2.5 cfs
Water treatment capacity - 2.0 MGD

B. Raw Water Supply

. The existing diversion point should be retained.

70-080.03S:MSfR.PLN
