<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Some deficiencies were itemized in the Comprehensive Performance Evaluation (CPE)(17l. <br />Significant items relative to facilities (not operation) needing improvement are: <br /> <br />a. Disinfection. Adequate contact time or alternative disinfection. This was identified as <br />a major deficiency by the CPE. <br /> <br />b. Reliability. The plant was designed to be expanded and has only one unit for each <br />process. A permanent plant, expanded to operate continuously on a long-term basis, <br />should have at least two units for each important process. <br /> <br />c. Corrosion Control. Chemical feed system not available for corrosion control. <br /> <br />d. Chemical Feed Improvements. PrOVide additional and alternative chemical injection <br />points. <br /> <br />e. Trace OrganicsfTaste and Order COl1trol. There is a need to efficiently feed activated <br />carbon - or adopt an alternative process to address this problem. <br /> <br />f. Laboratory/Office Facilities. Additicmal laboratory space is needed. Toilet facilities <br />should be available. A process monitoring and control center is needed. <br /> <br />g. Wastewater Handling. Provisions fo~ decant recycling and for wasting sludge solids is <br />needed. The present pond is inadequate under today's regulatory requirements. <br /> <br />h. Sedimentation Efficiency. The CPE indicated that the basic processes had 0.5 MGD <br />capacity except for sedimentation (given as 0.31 MGD). We disagree with their rationale <br />- it is our opinion that the module siZing is adequate at 0.5 MGD. However, there is a <br />problem with the baffles for the tube settler which results in inefficiencies due to short- <br />circuiting. Either baffling should be changed or an absorption clarifier installed. <br /> <br />The expansion/improvement project designed in 1985 would have expanded the plant to a <br />nominal capacity and corrected essentially all of the listed deficiencies. <br /> <br />Alternate C-1 <br />This alternate assumes that all treatment capacity would be developed at the present site. <br />Planned facilities at this site would be: <br /> <br />7D-080.035:MSTR-PlN <br /> <br />111-17 <br />
