<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Total VGP inflows were then calculated to be the sum of the computed <br /> <br />streamflows for the upper and lower Fraser basins. <br /> <br />The computed VGP inflows represented the physical availability of water to <br />the project. However, a number of constraints limited the actual amount of <br />water which could be diverted: <br /> <br />1. The diversion in anyone month was limited to 600 cfs <br />(approximately 36,900 ac-ft). <br /> <br />2. The total diversion in anyone year was limited to 93,300 ac-ft. <br /> <br />3. The total of all diversion during any consecutive 10-year period <br />was limited to 683,000 ac-ft. <br /> <br />4. A minimum streamflow of 90 cfs, or the total inflow to the project, <br />whichever is less, must be maintained below the project in the <br />Colorado River. <br /> <br />5. Water rights senior in priority to the VGP were entitled to their <br />legal share of the computed inflows prior to any diversion by the <br />VGP. <br /> <br />6. The diversion in any month was limited to the available storage <br />capacity in Lake Granby. The CBT project was always given first <br />priority in utilizing Granby capacity. <br /> <br />7. Windy Gap may divert water only during the period from April to <br />July. <br /> <br />The model computed the WGP diversion according to the above limitations, <br />and then computed the total storage available to VGP demands. WGP storage <br />in Lake Granby was allowed to carry-over from one year to the next, but 10 <br />percent of the WGP storage at the beginning of each April was allocated to <br />CBT as required in the Carriage Contract. <br /> <br />Demand for WGP water was computed as the sum of the demand by Loveland and <br />the demand by other allotters. The Loveland demand was set equal to the <br />demand remaining after full use of the Loveland Big Thompson River water <br />rights and CBT shares. The demand by other allotters was assumed to be <br /> <br />6-3 <br />
