elec~ed, as aforesaid, to take such oaths or make such affir-
maticns as the board may prescribe, for the faithful perfor-
mance of the duties of their respective offices, before en-
tering upon the discharge of the same, to establish support
and regulate common-schools~ and to borrow money on the credit
of the corporation: Provided, That no sum of money shall be
borrc~ed at a greater interest than twenty percent per annum,
nor s~all any sum or sums be borrowed as aforesaid, until af-
ter the subject shall have been submitted to the legal voters
of the corporation, for which purpose a specified election
shall be called by the police judge, after giving ten days'
notic~ thereof, and if a majority of the legal voters of said
corpo=ation shall be in favor of any such loan, the same may
be nesotiated, and not otherwise: Provided, further, That
the annual interest on the loan effected by the _corporation
shall not exceed one half the revenue annually derived from
the tax levied by said corporation upon the real estate within
the l~~its of said corporation.

S~ction 3. To appropriate money, and to provide for
the pa"ment of the debts and expenses of said corporation.

Section 4. To make regulations to prevent the introduc-
tion 0: contagious diseases within the limits of said corpora-
tion, ~o make quarantine laws for that purpose, and to enforce
the saIT!e within five miles of the limits of Georgetown.

S2=tion 5. To establish hospitals, and make regulations
for the government of the same.

Se=tion 6. To make regulations to secure the general
health of the inhabitants: to declare what shall be a nui-
sance, and prevent and remove the same.

Se~tion 7. To provide the corporation with water, to
erect hjdrants and pumps, build cisterns and dig wells in the
street for the supply of engines and buckets.

Section 8. To open, alter, abolish, widen, extend, estab-
liSh, g:ade, pave, or otherwise improve and keep in repair
streets, avenues, lanes and alleys, sidewalks, drains and
sewers.

Sec:ion 9. To establish, erect, and keep in repair,
bridges:'

Section 10. To divide the corporation into wards, alter
the boundaries thereof, and make additional wards, as the
occasion may require.
