<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1.0 INTRODUCTION <br /> <br />This report presents design information and estimated construction <br />costs for the proposed Phase 2 remediation program at Gurley Reservoir. <br />Included in Appendix A is additional information which in many instances <br />is not directly applicable to the remedial design but which is pertinent <br />to the feasi bil i ty revi ew process used by the Colorado Water <br />Conservation Board (CWCB) for the review of potential water projects. <br />Appendices B through E and G through I contain summaries of the data <br />obtained from the field exploration programs. Appendix F contains the <br />data from the laboratory test program and Appendix K contains the <br />construction cost estimate summary. <br /> <br />The dam, reservoir and appurtenant facil iti es are located <br />approximately seven miles south and east of Norwood, Colorado as shown <br />on Fi gures 1 and 2. The Farmers Water Development Company (FWDC) of <br />Norwood, Colorado owns and operates the facility to provide water <br />storage for both agricultural. and municipal uses in the Wright's Mesa <br />area around the towns of Redva1e and Norwood, Colorado. <br /> <br />Gurley Reservoir has been operating under a zero storage <br />restriction since December 15, 19B6 due to the discovery of sinkholes in <br />the upstream portions of the embankment and foundation on both the east <br />and west sides of the outlet conduit. The sinkholes are believed to be <br />reactivated historical sinkholes which were first noted in 1974 <br />according to the information available from the State Engineer's files. <br />The sinkhole locations are shown on Figure 4.. The zero storage <br />restriction was enacted by the Colorado Office of the State Engineer to <br />preclude water storage in Gurley Reservoir prior to the completion of an <br />acceptable repair program. Following successful completion of an <br />emergency repair (Phase 1) program during April 1987, the zero storage <br />restriction was temporarily 1 i fted to allow water storage during the <br />19B7 irrigation season. The reservoir will be drained once again in time <br />to facilitate completion of the Phase 2 program at the earliest <br />opportunity. <br /> <br />-1- <br />
