<br />~ <br />,00- <br /> <br />. <br /> <br />. <br /> <br />," <br /> <br />.1 <br /> <br />For each proposed facility in each alternative, the <br />Contractor will perform preliminary design and layout studies in <br />sufficient detail to provide preliminary cost estimates of the <br />major project features. The designs and cost estimates shall <br />include relocation of existing roads, railroads, utilities and <br />all other impacted facilities. Capital, operating, maintenance <br />and replacement costs will be estimated for each alternative for <br />the planning horizon of the study. For each alternative, the <br />Contractor will prepare maps and schematic diagrams to show <br />locations and elevations of proposed facilities. <br /> <br />Task 11 - Evaluate Preliminary Alternatives <br /> <br />In consultation with the State, the Contractor shall <br />evaluate each of the preliminary alternatives using the following <br />.criteria: <br /> <br />(a) preliminary estimates for capital, operating, <br />maintenance and replacement costs, <br /> <br />(b) Increased water yield, improved system management and <br />hydropower production as derived from the operation <br />studies, <br /> <br />(c) A preliminary comparison of benefit/cost relationships <br />based upon preliminary unit values for project outputs, <br />and <br /> <br />(d) A preliminary assessment of the suitability of proposed <br />facility locations to include topography, geologic <br />considerations, compatibility with existing land uses <br />and non-monetary impacts. <br /> <br />Upon completion of this task, the Contractor shall <br />prepa-re an interim report summarizing the work completed in Task <br />3 through Task 11 of this study. The report will include a <br />complete description of the evaluation of preliminary alter- <br />natives including matrices (or other evaluation diagrams) to <br />display the manner in which alternative projects were analyzed by <br />use of the factors listed above. The report shall also include <br />the Contractor's conclusions regarding the evaluation of <br />alternatives. <br /> <br />Utilizing the results of the Phase I evaluation, the <br />Contractor will assist the State in selecting one or two <br />alternative project configurations foi reconnaissance-level <br />evaluation in Phase II. <br /> <br />Task 12 - Evaluate Selected Alternative(s) <br /> <br />This task represents Phase II of the alternatives <br />analysis.
