<br />J. <br />,..- <br /> <br />. <br /> <br />. <br /> <br />,,;:. <br /> <br />" ) <br /> <br />two of the alternatives selected from the Phase I analysis. <br /> <br />The Contractor will compile and review any additional <br />information regarding hydrology, water rights, water demands, <br />geology, site suitability and any other factors necessary to <br />evaluate the selected alternative at a reconnaissance-level of <br />detail. <br /> <br />The Contractor will prepare design and layout studies <br />for all proposed facilities in each alternative. Designs and <br />material quantities shall be estimated by use of USGS seven and <br />one-half minute quadrangle sheets as a minimum level of detail. <br />When available, preliminary designs and detailed topography from <br />other studies may be used. ' <br /> <br />Facility designs will be completed in sufficient detail <br />to prepare reconnaissance-level cost estimates for all proposed <br />facilites with appurtenant structures and associated mechanical <br />and electrical equipment. Costs for land acquisition, <br />relocation of impacted roads and facilities, water rights, <br />short-term borrowing during construction and a contingency <br />allowance for engineering, administrative and legal expenses will <br />be included. Costs for providing access to any U.S. Forest <br />Service facilities which may be impacted by a project will also <br />be included. <br /> <br />In addition to capital costs, the Contractor will <br />estimate the annual cost to operate and maintain proposed <br />facilities as well as estimated costs for replacing major items <br />of equipment at various times through the planning horizon. All <br />costs will be referenced to a January 1, 1982 datum (or other <br />date as directed by the State). <br /> <br />To refine the alternatives in Phase II, the Contractor <br />will conduct system operation studies to determine water yields <br />and hydropower production of the proposed facilities. This will <br />be an iterative process, in consulation with the State, in which <br />final facility locations, dimensions and modes of operation will <br />be detemined to optimize economic outputs and minimize adverse <br />impacts. <br /> <br />The operation studies will be conducted for each of the <br />water rights assumptions developed in Task 6. Monthly <br />tabulations will be used for a historic period of record to <br />include at least one sequence of critical (dry) years. In <br />consultation with the State, the Contractor will utilize the <br />computer simulation model developed in Task 8 or such other <br />computer model as appears to be most appropriate to perform the <br />operation studies. <br /> <br />During the iterative process, the Contractor shall <br />conduct an economic analysis to compare benef its resulting from <br /> <br />-9- <br />
