The computer model shall Have the capability of simulating the
operation of storage reserovirs and direct flow diversions under
the water rights priority system as administrered in the Basin.
The computer model shall be calibrated to accurately reflect
historic streamflow for a suitable period of record.

T~sk 9 - Geological and Geotechnical Investigations

The Contractor will compile and review all available
relevant information on the geology of the Cache la poudre Basin
upstream of Fort Collins to include maps, aerial photos, drill
logs, well logs, any available geologic mapping as well as
published and unpublished data from the Bureau of Reclamation.

During Phase I of the study, the Contractor will
utilize this information to provide a general assessment of the
geologic suitability of various potential project sites and the
general availability of construction materials.

During Phase II of the study, the Contractor will
utilize the same information with site inspections to more
closely assess geologic suitability and construction material
availability of specific sites for the alternative(s) selected
for detailed evaluation.

Task 10 - Formulate Preliminary Alternatives

For this task, the Contractor will formulate no less
than four and no more than six preliminary alternative projects.
Each alternative project shall consist of one or more storage
facilities with associated pumping plants, diversion dams,
conduits, tunnels, canals and hydroelectric plants all with
appurtenant structures.

In conjunction with structural options, the Contractor
shall evaluate various modes of operation and management to
maximize the yield of the river system and the generation of
hydroelectric power. Alternatives shall be developed and
evaluated in consultation with the State.

utilizing the computer simulation model developed in
Task 8, the Contractor will conduct preliminary operation studies
for each of the alternative projects. The operation studies
will be conducted for the various water rights assumptions
outlined in Task 6.

During the formulation of alternatives, operation
studies will be used in an iterative process to estimate the
water yield and the hydropower production of each alternative by
varying locations, sizes and methods of operating various
facilities within each proposed configuration. The final results
of the operation studies will be a major factor in selecting the
alternative(s) to be evaluated in greater detail in Phase II.
