<br />,~ <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />Present and projected power demands will be established <br />through interviews with local and regional power suppliers. The <br />potential for augmenting base load and peaking requirements will <br />be determined. <br /> <br />Flood control uses shall be established in consultation <br />with the State, with the Corps of Engineers and with downstream <br />municipalities likely to be impacted by flood control measures. <br />Existing floodplain studies will be used to the maximum extent <br />possible. <br /> <br />Task 6 - Water Rights Analyses <br /> <br />The water rights analyses will consider any adjudicated <br />water rights in the Cache la poudre Basin which may have an <br />effect upon the operation and yield of facilities examined in <br />this study. These analyses will assist in estimating the water <br />yield, power output and improved management capabilities of <br />proposed facilities. <br />. <br /> <br />The Contractor shall compile and review water rights <br />tabulations, diversion records, maps, schematic water rights <br />diagrams and any other information necessary to establish water <br />rights priorities, storage locations and diversion points to be <br />used in succeeding technical analyses. <br /> <br />Presently adjudicated storage rights in the Basin will <br />be reviewed and categorized for possibility of transfer to new <br />proposed storage facilities. Each existing storage reservoir <br />will be assigned a category of likelihood for transfer based upon <br />technical and water rights considerations. In addition to, the <br />likelihood of transfer, the Contractor will estimate any possible <br />change in the decreed amount of storage (if any) which may result <br />from the transfer. <br /> <br />with respect to proposed new facilities one of <br />following assumptions will be used in operation studies: <br />proposed facilities will have a 1982 conditional decree, <br />proposed facility will utilize an adjudicated final or <br />conditional right which would be transferred to a new (or <br />alternate) point of storage or diversion, or (3) Some <br />combination of (1) and (2) above as appears reasonable. <br /> <br />the <br />(1 ) <br />( 2 ) <br /> <br />The <br />The <br /> <br />Where an existing water supply facility is proposed as <br />an integral part of a project configuration, such facility will <br />be assumed to operate under its present decree(s). Where <br />expansion of an existing facility is proposed, the enlarged <br />portion of the existing facility will be assumed to operate under <br />(1) existing decrees applicable to the enlargement or, lacking <br />such, (2) under an assumed 1982 conditional decree, or (3) under <br />a transferred decree (depending upon which assumption appears <br />most reasonable for the alternative under study). . <br /> <br />-5- <br />
