<br />, <br /> <br />, <br /> <br />The economies of scale clearly dictate the selection of the <br /> <br /> <br />largest project size with its lowest cost. The feasibility of <br /> <br /> <br />addinq hydropower to the Proiect was also investiqated on a pre- <br /> <br />liminary basis. The result of the preliminary investigations of a <br /> <br />hydropower addition to the Project showed that without additional <br /> <br />inflow to the reservoir hydropower is infeasible. The possibility <br /> <br />of obtaining additional water for a hydroelectric development was <br /> <br />not investiqated; however, it apPears technically feasible to <br /> <br />divert Morrison Creek over a low divide into the reservoir. The <br /> <br />effects of the additional inflow could be investiqated as a <br /> <br />possible second phase of the project. <br /> <br />Based upon the prospects fot future qrowth in the Yampa <br /> <br />Valley and the unique opportunity which now exists to provide for <br /> <br />that growth, the District is proDosing to obtain financing and to <br /> <br />construct the Staqecoach Reservoir project. The District is <br /> <br />seeking a $6,000,000, 40-year advance at 5 percent interest from <br /> <br />the Colorado Water Conservation Fund (CWCF) and an interim loan of <br /> <br />$5,500,000 for 10 years at 5 percent interest, payable interest <br /> <br />only from the Colorado Water Resources and Power Development <br /> <br />Authority (CWRPDA) which would be refinanced by issuance of bonds <br /> <br /> <br />within the 10-year interim period. <br /> <br /> <br />The analysis of the financial feasibility of the Proiect has <br /> <br /> <br />been complicated by the fact the District has been unable to <br /> <br /> <br />obtain commitments for the entire 30,000 acre-feet of available <br /> <br />, <br /> <br />"' <br /> <br />"' <br /> <br />~ <br /> <br />viii <br />
