<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER II: CITY OF GREELEY <br /> <br />1.0 HISTORY <br /> <br />The Ci ty of Greel ey was founded in the early 1870' s as the Greel ey Temperance <br />Colony. The select agricultural community was conceived in New York by Horace <br />Greeley, the newspaper publisher. Incorporated in April 1886, Greeley later <br />became a Home Rule City in 1958. The city has prospered as the education, <br />trade, transportati on, and marketi ng center of We1 d County, one of the most <br />productive agricultural counties in the United States. Greeley is the county <br />seat and covers an area of approximately 27 square miles. It is located at an <br />elevation of 4,663 feet above sea level. <br /> <br />The city is home to the Uni versity of Northern Colorado, the thi rd 1 argest <br />university in Colorado, and over fifty industries are located in and around <br />the Greeley area. These include Monfort of Colorado, Eastman Kodak, Mountain <br />Bell Telephone, Noffsinger Manufacturing, Norwest Publishing, State Farm <br />Insurance, and Hewlett-Packard Company. <br /> <br />Greeley is a "full service city". Water and sewer service, police and fire <br />protection, a municipal court system, street maintenance, and parks and <br />recreati on faci 1 i ti es are provi ded throughout the ci ty. Other facil iti es and <br />services such as public schools, public transit, hospital, telephone <br />uti1 ities, garbage collection, and power uti1 ities are readily available to <br />residents. <br /> <br />2.0 LAWS UNDER WHICH ORGANIZED, POWERS, AND AUTHORITIES <br /> <br />The City of Greeley, Colorado has all tne powers of local self-government and <br />home rule, and all the powers possible under the Constitution, laws, and <br />statutes of Colorado. This includes the right of eminent domain and the power <br />to co" ect taxes and fees as compensati on for city servi ces. The <br />organization, powers, and duties of the City are fully defined in the Charter <br />of the City of Greeley as adopted June 24, 1958 and amended November 5, 1985. <br /> <br />1231 H <br /> <br />-8- <br />
