The City Council is the policy making authority, and the City Manager <br />is the chief administrative official of the City. The City Manager is <br />appointed by the City Council; however, the Mayor and members of the Council <br />are elected officials. <br /> <br />The Ci ty, by ordi nance, may contract wi th other governmental enti ti es for <br />servi ces or cooperati ve activi ti es and may enter into contracts and 1 eases <br />which have been authorized by the City Council. Capital improvements may be <br />financed in whole or in part by issuance of bonds. <br /> <br />The Water <br />maintenance <br />of Greel ey. <br />Department. <br /> <br />and Sewer Department is responsible for the operation and <br />of the enti re water system and sani tary sewer system of the Ci ty <br />The Ci ty Manager appoi nts the Oi rector of the Water and Sewer <br /> <br />The Water and Sewer Board consists of eight members. Five voting members are <br />appointed by the City Council to serve five-year terms. The Mayor, City <br />Manager, and Director of Finance are nonvoting members. One of the appointed <br />members is elected chairman each year. <br /> <br />The Board has the power and responsibi1 ity to acquire, develop, and protect <br />the water suppl i es for the Ci ty of Greel ey, as well as annually estab1 ish <br />minimum water and sanitary sewer service rates. The rates must be sufficient <br />to include all expenditures for operation and maintenance, debt service <br />requi rements, and addi ti ons to a reserve account for the water and sewer <br />systems. The reserve account is used to offset depreci ati on and all ow for <br />future rep1 acement of the water and sewer systems. The City Counci 1 is not <br />allowed to lower the minimum rates established by the Board. <br /> <br />The Board has the authority to hire consultants for technical assistance and <br />to recommend leasing water not needed for immediate use by the city.
