.

.

Exhibit A
Grant for Proposed Feasibility Study of Long Hollow Reservoir and Red Mesa Reservoir Enlargement

FUNDS PREVIOUSLY EXPENDED

When evaluating this grant application/study plan, LPWCD believes it is important for
CWCB to recognize the value of funding and staff time expended by various entities to
further improved management of water resources in the La Plata River Basin.

The financial contributions of these entities are summarized in Table 4 and total
$219,410.

FINANCIAL VIABILITY

LPWCD recognizes that the likelihood of financing being available for construction of a
new reservoir and enlargement of an existing reservoir is an important aspect of the
CWCB's evaluation of this grant application and study plan.

LPWCD believes that adequate funding is available for the construction of these
facilities. During the 1980's the State of Colorado set aside approximately $32 million as
part of its share of funds for the irrigation portion of the Animas-La Plata Project under
the administration for the Colorado Water and Power Development Authority. Over
subsequent years interest has accrued and over $43 million accumulated, $15 million of
which has been set aside for grants and loans for La Plata river water management
improvements including the dam and reservoir construction addressed in this proposed
feasibility study.

Sincerely,

By:

By

Attachments: Tables 1 - 4
Figure 1

cc: James Isgar, President, La Plata Water Conservancy District
Brice Lee, Vice President, La Plata Water Conservancy District
Janice Sheftel, Maynes, Bradford, Shipps & Sheftel

G:\Docurnents\Wwe Wei\2002\991.077\050\CRL LargeGrantStudyPlan-Clean-03-8-02.htm
